The policy, law, and governance factors can be reduced into three main dimensions that define the Governance typologies, based on their correlations:
- Presence or absence of Mangrove policy, Coastal Zone Planning, and a National Coordination Mechanism
- High or low governance effectiveness and regulatory quality
- Presence or absence of mangrove clearing restrictions
